NPPA Judicial Committee Issues Ruling
The NPPA Judicial Committee has made a ruling in an issue relating to an NPPA member.
A complaint was filed on June 27, 2005, by the members of the 2004-2005 Executive Committee, against NPPA member David Handschuh, who is a past president. The complaint addressed the propriety of an expense report submitted by Mr. Handschuh. The Judiciary Committee found that he was not guilty of that charge.
A second issue raised in the investigation was whether Mr. Handschuh misled the Executive Committee about the report after he submitted it. The Judiciary Committee found merit to this charge, and issued a penalty of probation. The ruling from the Judiciary is as follows: "The judicial Committee hereby places David Handschuh on probation. Such probation shall prohibit Mr. Handschuh from holding a leadership position within NPPA, including serving as a member on any committee, speaking at an NPPA sponsored event, presenting himself as a spokesperson for the NPPA, or acting in any manner which would cause him to submit expenses or handle NPPA funds. He shall be granted the privilege of appeal to the Board of Directors in writing to redefine his probation after a minimum of two years."
Mr. Handschuh has notified the president that he plans to appeal the ruling to the board.
